The main novelties of the Budget Law 2020 for the agricultural and agri-food sector, Minister Teresa Bellanova: “In the three years we will invest 600 million euros for support to the sector, with resources that are added to those already active”
“Agriculture – says Minister Teresa Bellanova – has returned to the economic agenda as a protagonist and has had the attention it deserves, even in a context of limited resources. Over the three years, we will invest € 600 million to support the sector, with resources in addition to those already active. We have kept our commitment not to increase taxes on farmers. For this reason, I am satisfied with the cancellation of Irpef for those who live on agriculture, which means almost 200 million euros that we leave to companies to invest.
I strongly believe in the energies that women and young people can put at the service of Italian agriculture. And we have dedicated two measures to them: the woman on the field bonus to disburse mortgages at zero rate for women entrepreneurs and those under 40 will pay the contributions for those who open a new business.
We have also allocated 30 million euros to support the supply chains and authentic Made in Italy and there is a budget to deal with the emergency of the Asian bug of 80 million euros. On this front we know that every effort will be needed to help the affected companies. For fishing we have recovered the delays and guaranteed the 2019 allowance for fishermen and we work to make the measure structural. I am convinced that in Parliament we will be able to further strengthen interventions for the sector with an operational and constructive confrontation with all political forces”.
THE MAIN AGRICULTURAL MEASURES
IRPEF AGRICOLA RESET, 200 MILLION EURO TAXES LESS FOR FARMERS
IRPEF zeroing for direct farmers and professional agricultural entrepreneurs confirmed. The measure is worth € 200 million per year and adds to the stable cancellation of the IMU on agricultural land and Irap, for a total tax benefit of € 1 billion.
ASIAN BUG, 80 MILLION EUROS FOR REFRESHING BUSINESS DAMAGES
80 million euros in the three-year period for restoration of the damage caused by the Asian bug. This is the budget earmarked for the Solidarity Fund to intervene in support of companies damaged by the spread of the insect, particularly in the northern regions.
YOUNG PEOPLE, CLEARING PREVENTIONAL CONTRIBUTIONS FOR THOSE WHO WANT TO BECOME AN AGRICULTURAL ENTREPRENEUR
For young people who open an agricultural business, the state will pay the social security contributions for the first 24 months. Spending 44 million euros to create new young businesses and to simplify life for agricultural start-ups led by under-40s.
“WOMEN ON THE FIELD” BONUS, ZERO RATE LOANS FOR FEMALE ENTREPRENEURS IN AGRICULTURE
A € 15 million revolving fund to guarantee zero-rate mortgages for women who are agricultural entrepreneurs or who want to become farmers. A concrete measure to encourage female investment in the primary sector, where one in three companies is now run by a woman.
COMPETITIVENESS FUND, 30 MILLION EUROS FOR THE SUPPORT OF AGRICULTURAL SUPPLY CHAINS
A total of 30 million euros in the two-year period 2020-2021 in support of the Made in Italy agri-food sector, with interventions to strengthen the competitiveness of the supply chains, starting from excellent production and the most important markets. For the wheat pasta supply chain, 30 million euros are foreseen for supply chain contracts, in addition to 10 million in 2019.
NATIONAL DIRECTOR’S CABIN FOR WINE
For wine, the ranking for CMO promotion funds has been approved for 28 million euros of contributions and the national control booth for the sector is being created.
WARRANTIES FOR NEW TECHNOLOGIES, PRECISION AGRICULTURE AND BLOKCHAIN
€ 30 million aimed at eliminating the cost of guarantees for agricultural entrepreneurs and facilitating access to credit for investments in technological innovation, precision agriculture and product traceability.
FISHING, 2019 INDEMNITY COVERAGE INSURED FOR MANDATORY STOP
Coverage has been confirmed to guarantee the compulsory stop fishing allowance for employees.
In the Budget Law, coverage of workers of the 2019 fishing allowance is ensured, recovering the previous delays since the measure was not covered. The recognition of the daily allowance of 30 euros for the period of suspension of the work activity in 2019 will therefore be ensured.
A bill is envisaged linked to the maneuver dedicated to the agricultural sector. It is a useful tool for the agricultural and agri-food world with the first objective being to simplify. Together with this, the Collegiate will be used to give perspective and future to agricultural businesses and will have to coordinate with the work for the National Strategic Plan.
